Bangsamoro Autonomous Region in Muslim Mindanao (BARMM): A Gateway to Peace and Progress in Southern Philippines

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is an autonomous region in the southern Philippines established to provide self-governance to the Bangsamoro people, designated as Region XV, is situated in Mindanao and the Sulu Archipelago. It represents a significant milestone in the country’s efforts to achieve lasting peace and inclusive development in Mindanao, following decades of armed conflict and political unrest.

Geography and Composition

The region is composed of 6 provinces: Lanao del Sur, Maguindanao del Norte, and Maguindanao del Sur (Maguindanao has recently on the mainland of the island of Mindanao. Basilan, Sulu, and Tawi-Tawi in the Sulu Archipelago, as well as the cities of Cotabato and Marawi. Its Regional Center is located in Cotabato City, Maguindanao.

BARMM makes up the west-central portion of the Island of Mindanao and the Sulu Archipelago. It’s bordered Region X: Northern Mindanao to the north, SOCCSKSARGEN (Central Mindanao) to the east, the Moro Bay to the western portion on the mainland Mindanao, and the Sulu Sea is where the archipelago is located.

BARMM is located in the southern part of the Philippines and includes the following provinces:

Basilan (excluding Isabela City)
Lanao del Sur,
Maguindanao del Norte
Maguindanao del Sur
Sulu
Tawi-Tawi

It also includes the cities of Marawi, Lamitan, and Cotabato City (which voted to be part of the region in a 2019 plebiscite), as well as 63 barangays in North Cotabato.

History and Establishment

BARMM was established following the ratification of the Bangsamoro Organic Law (BOL) in 2019, replacing the former Autonomous Region in Muslim Mindanao (ARMM). The creation of BARMM was the result of years of negotiations between the Philippine government and the Moro Islamic Liberation Front (MILF). The aim was to address historical injustices, ensure the rights of the Moro people, and grant them genuine autonomy over their homeland.

Government Structure

BARMM has a parliamentary-democratic government system, distinct from the presidential system used in the rest of the Philippines. It has:

A Chief Minister as the head of government,
A Bangsamoro Parliament that enacts regional laws,
And ministries that function similarly to national government departments but with localized authority.

The region enjoys greater fiscal autonomy, including a block grant from the national government and the ability to create its own revenue-generating mechanisms.

Culture and Identity

BARMM is home to a culturally diverse population, primarily composed of various Moro ethnolinguistic groups such as the Tausug, Maranao, Maguindanaon, Yakan, and Sama peoples. The region’s culture is deeply rooted in Islamic traditions, and it is the only predominantly Muslim region in the predominantly Catholic Philippines.

Traditional Islamic festivals like Eid al-Fitr and Eid al-Adha are officially recognized and celebrated. The region is also known for its rich artistic heritage, including okir (curvilinear design), kulintang music, and colorful traditional garments.

Challenges and Development

Despite the promise of peace, BARMM faces several challenges:

Poverty and underdevelopment remain high,
Infrastructure and education need improvement,
And pockets of extremist activity persist.

However, the region is steadily progressing through the efforts of the Bangsamoro government and support from the national government and international development partners. Investments in education, healthcare, infrastructure, and capacity-building are key priorities.

Significance

BARMM represents a landmark peace-building effort not just in the Philippines but globally. It is seen as a model of how political autonomy, cultural respect, and inclusive governance can provide a framework for resolving long-standing conflicts and building a more unified and peaceful nation.
